The project took inspiration from the transformation of flour and water from dispersed to cohesive states, a metaphor applied to their site plan and spatial design. Starting at the historical location of the Hangzhou Southeast Flour Factory and along the Beijing-Hangzhou Grand Canal, the design cleverly integrates undulating terrains with distinctive architectural features. It preserves unique cultural symbols and memory anchors while managing rainwater and human traffic, creating a vibrant hub where ancient and modern elements, nature, the urban environment, and human life intertwine and thrive together.

The theme of the competition was "Human-Centric and Open Sharing," drawing submissions from distinguished domestic and international academic institutions, as well as design teams specializing in landscape architecture and urban planning. The contest saw a total of 510 entries from celebrated design institutes, leading universities, and engineering teams that underwent a rigorous process of preliminary and final evaluation. In the student category, the results revealed one first prize winner, two second prize winners, three third prize winners, and nine honorable mentions. Within the professional category, six entries were awarded first prizes, twelve received second prizes, eighteen claimed third prizes, and twenty-five were granted honorable mentions.
