HUANG, born in May 1975, holds the title of Professor with a postgraduate qualification and a master degree.

He previously served at the University of Science and Technology Beijing (USTB), where he successively held the positions of Deputy Director of the Party Committee Office and University Office, Deputy Head of the Organization Department, Party Secretary of the School of Computer and Communication Engineering, Executive Deputy Head of the Organization Department, Standing Committee Member and Head of the Organization Department, and Standing Committee Member and Vice President.In June 2025, he was appointed as a Standing Committee Member and Deputy Secretary of the CPC Committee of Beijing Forestry University. 

He is primarily responsible for Party affairs related to administrative organs, comprehensive support services, forest farm operations, and medical and health services. He assists the Party Secretary in overseeing the Party School and directly supervises the Comprehensive Support Department, which includes the Experimental Forest Farm and the University Hospital. He also serves as the Executive Vice President of the Party School, Secretary of the Party Committee of Administrative Organs, and Commander of the Xiong'an Campus Planning and Construction Headquarters. His liaison responsibilities cover the School of Foreign Languages and the School of Art and Design.
