Luo, born in April 1976, holds a doctoral degree and the professional title of Researcher.

He previously served at Renmin University of China as Party Secretary of the School of Foreign Languages, Head of the Student Affairs Department, Director of the Party and Administrative Office, and Executive Deputy Secretary of the Party Committee of Administrative Offices. He also served as Deputy Secretary of the CPC Committee and Secretary of the Discipline Inspection Committee at Beijing Language and Culture University.

In May 2026, he was appointed as a Member of the Standing Committee of the CPC Committee, Deputy Secretary of the CPC Committee, and Secretary of the Discipline Inspection Committee of Beijing Forestry University.
